China's push to foster international consumption center cities — first introduced in the 14th Five-Year Plan (2021-25), piloted in the five Chinese cities of Shanghai, Beijing, Guangzhou, Tianjin, and Chongqing, and supported by targeted policies from the Ministry of Commerce — has enhanced the country's consumer environment globally.

Recent upgrades in entry policies, shopping experiences, and payment systems have further improved the visitor experience in these cities.

Currently, these five cities host about one-third of foreign arrivals, a quarter of the country's top pedestrian streets, and nearly one-third of China's time-honored brands. They also account for over half of the nation's imported consumer goods and roughly 70 percent of duty-free sales, underscoring their growing influence as China's international consumption hubs.
